Leaders react to the EU’s deal being drawn up in Brussels to send thousands of people arriving in Greece back to Turkey. German chancellor Angela Merkel says Turkey will spend €3bn of EU aid on improving the living conditions for refugees in camps there. David Cameron says, if implemented, the deal could break the business model of the people smugglers.
