I also get this problem like you when I try to
mount windows partition on my Linux box
it keeps telling this message
in windows 10
we could solve the problem like this
1, we open power option windows
2, we click on "Choose what power button does"
3, we click on "Change setting that are currently unavailable"
4, we uncheck the first option
"Turn on fast startup"
5, we click on "Save changes" button
then we retart the computer
Voila, everything is done
