Absolutely valid and the restorative justice cannot be forced and must be acceptable for the victim. One of the points in having the contact between bully and victim is that it also allows the victim to grow an understanding of the bully, heal and possibly in time forgiveness. There was a very powerful video of Rwandan women (IIRC) who meet the men who had raped/beat them or killed their family members - many of them grew to forgive their attackers and some become quite close.

A big problem with our education system is that both the lessons in class, and the punishments doled out by administration for "wrong doing" teaches kids to be mindless drones that don't question authority. It is easier to control a population of students that are obedient regardless of what is right than it is to maintain control a group that have been taught to question the why of our actions. This in the past few decades has bled into our acceptance of the government playing big brother with minimal to no oversight. When the topic comes up, you find stories of kids punished for calling out teachers for being wrong and teachers have the audacity to double down and feed incorrect information to students. I had one teacher (one of my favorites over the years, black belt, taught earth science, broke up a fight between to of the biggest kids in school by himself) who offered extra credit for proof he was wrong in class.
