SAN DIEGO — The San Diego County District Attorney has released surveillance footage that captures the moment an unarmed mentally ill man was struck down by a police bullet.

A report released by the District Attorney's Office alleges that Fridoon Nehad threatened an adult bookstore employee in San Diego's Midway District just before midnight on April 29. The employee believed he had a knife and called 911.

Nehad, 42, had been described as mentally ill by family members, according to KGTV. He was seen hiding something in sandbags behind a business around 12:01 a.m. Police believed it was a knife sheath.

After approaching the bouncer of a nearby strip club and pulling out the tip of what appeared to be a knife, Nehad walked down the alley twirling a shiny object in his hand.

Officer Neal Browder was the first and only police officer to arrive in response to the 911 call, according to the District Attorney's report. Nehad was 17 feet away when Browder fired one shot at him, 32 seconds after Browder had driven into the alley.

The officer later told investigators he was convinced Nehad was a threat and was going to stab him.

Nehad was hit in the chest and later died in the hospital. The object in his hand was discovered to be not a knife but a metallic pen.

The release of the surveillance video comes a month after the District Attorney ruled that the shooting was legally justified and Officer Browder would not face any criminal charges.
