As peace talks continue in Havana, victims charge that both the Colombian government and the army know where the paramilitary forces are, but do nothing to protect them. The FARC has called for breaking the complicity between the army and paramilitary groups, but the government denies complicity. Some say that paramilitary violence poses a threat to the FARC once they demobilize, and also to rural residents who fear that the paramilitary groups will take over the areas left by the FARC after a final peace deal.
