Ligji themeltar i shtetit e lidh momentin e krijimit te qeverise me mbledhjen e parlamentit te ri. Neni 67 i kushtetutës sanksionon se presidenti e mbledh kuvendin e porsazgjedhur, jo me pare se data e përfundimit te mandatit te kuvendit paraardhës, por jo me vone se 10 dite pas mbarimit te këtij mandati. Pika 2 e ketij neni thote, se kur presidenti nuk e ushtron kete kompetence atëherë kuvendi vetemblidhet. Meqenëse mandati i kuvendit aktual përfundon ne 7 shtator, atëherë parlamenti i ri do te mblidhet ne harkun kohor nga 7 shtatori deri ne 17 shtator. Neni 96 i kushtetutës jep parashikimet per zgjedhjen e kryeministrit, i cili emërohet nga presidenti me propozimin e partisë ose koalicionit qe ka fituar zgjedhjet.
