Kryeministri Sali Berisha i është rikthyer çështjes se pronave, duke miratuar një akt normativ i cili detyron familjet qe kane zënë banesat e ish-pronareve t'i lirojnë ato. Por pavarësisht këtij premtimi, nuk ka asnjë afat konkret se kur do te konkretizohet kjo nisme, e cila rendon ne kurriz te mbi 3300 pronarëve prej 20 vitesh. Çështja e banesave te ish-pronareve është një nga problemet minore, përballë kaosit te krijuar ne vite ne njohjen apo kthimin e pronave. Për te shkuar me tej ne kompensimin fizik apo financiar, ndaj te cilit qeveria nuk ka një vizion te qarte se si do ta realizoje. Përballë këtij kaosi, qeveria vijon te penalizohet nga Gjykata Ndërkombëtare e te Drejtave te Njeriut ne Strasburg, e cila se fundmi ka gjobitur shtetin shqiptar me 3 milion euro për mos kompensim te pronareve. Behet fjale për katër raste pronash te shtrira ne te gjithë vendin. Qeveria shqiptare ka nisur te penalizohet për çështjen e pronave nga Gjykata Ndërkombëtare e Strasburgut qe ne vitin 2006, kohe kur u shënua rasti i pare kur pronaret fituan te drejtën e tyre. Qe nga ajo kohe e deri me sot, Gjykata Ndërkombëtare jep çdo vit nga një vendim ne favor te pronareve shqiptare, duke penalizuar ndjeshëm qeverinë.

Since then until today, the International Court gives every year by a decision in favor of Albanian owners by the government significantly penalized.
