Kryeministri Sali Berisha ka shfrytëzuar mbledhjen e grupit parlamentar demokrat për te komentuar ceremoninë e përvjetorit te Kuvendit te Besëlidhjes,duke u pozicionuar përkrah kreut te Bashkise se Lezhës. Duke sulmuar presidentin e Republikës, Bamir Topi, se nuk konfirmoi praninë e tij ne këtë ceremoni, lideri i maxhorances ka deklaruar se organizimi i Bashkise se Lezhës ishte ne përputhje me frymën e bashkimit qe përcjell ngjarja e Besëlidhjes. Ndërkohë Bashkia e Lezhës ka reaguar me ane te zëdhënëses si ndaj deklaratave te kreut te shtetit ashtu edhe liderit socialist Rama, duke përsëritur se presidenti e kishte vendin e tij ne ceremoni ashtu siç ka patur ftese edhe Edi Rama. Përplasja mes ekzekutivit dhe Presidencës shënoi kulmin kur kreu i shtetit Topi anuloi vizitën ne Lezhë për shkak se protokolli e njoftoi se i ishte hequr e drejta e fjalës ne këtë ceremoni.
