Rikthehet tensioni e përplasjet mes banoreve qe pretendojnë pronësinë e tokës pranë vilave qeveritare ne Vlorë dhe gardisteve. Këta te fundit, te mbështetur dhe nga forcat e ndërhyrjes se shpejte kane tentuar te ndërpresin punimet, e te rrethojnë zonën, por janë përballur me kundërshtimin e ashpër te banoreve qe deklarojnë se disponojnë dokumentet e pronësisë. Nga ana tjetër, drejtues te shërbimit te vilave qeveritare deklarojnë se pas verifikimit, ka rezultuar se këta banore kane përfituar pronësinë me dokumente false. Një vit me pare zyra e përmbarimit pas vendimit te formës se prere ne favor te banoreve, i kërkoi drejtorisë se Rezidencës Qeveritare te lironte sipërfaqen e tokës. Por ky institucion refuzoi te njihte vendimin e gjykatës. Madje pak kohe me pare banoret fituan një proces kundër drejtorisë se vilave edhe ne gjykatën e larte për rimarrjen e pronës dhe rifillimin e punimeve. Por drejtues te shërbimit te vilave qeveritare kane kërkuar serish ndërprerjen e punës, me arsyetimin se sipërfaqja është prone shtetërore, ndonëse sipas juristeve kjo kërkesë nuk mbështetet ne baze ligjore.
