While Western eyes have recently focused on the east and arrivals from Syria and Afghanistan, people from a dozen or so African countries continue to gather along the continent's northern shores. According to the International Organization for Migration, 100,000 people are in Morocco and over half a million in Libya. All of them are also trying to make it to Europe. Last week, heads of state from across Africa and the EU met in Malta to try to find common ground on how to address the issue.
