Taoyuan International Airport's passenger volume is expected to surpass 40 million this year. Terminal 3 will increase the airport's passenger capacity, but it won't be completed for another five years. As such, the Ministry of Transportation and Communications has decided to build a fourth terminal to relieve congestion. This terminal, which will be able to service five million travelers a year, will be smaller than Terminal 3 and will be completed by 2018.

來台旅客人數暴增，根據統計，今年桃園機場旅客量，預估將超過四千萬人次。為此交通部已著手計劃興建第三航廈，紓解人流，只是5年等待期太漫長，"桃機"已無法負擔龐大旅客人數。交通部表示，將先蓋第四航廈，雖然規模小一點，但每年旅客容量可達500萬人次，預計最快3年後2018年啟用。
