An amusing video has emerged of a thrill-seeker riding a li-lo through a flooded street in Vladivostok, Russia during Cyclone Goni.

The footage, captured last week, shows a vehicle towing the man, dressed in swimwear, through the deep floodwater.

According to local reports, the cyclone was initially forecast as a super-typhoon, but was downgraded to a cyclone on Thursday.
