Federal Territories Minister Tengku Adnan Tengku Mansor says harsh action against beggars and alms givers is necessary to discipline the rakyat, who he says are not very caring.

The minister has issued directives to clear the city of beggars and homeless people, and slap alms givers with a RM150 fine. Soup kitchens have also been barred from operating within a 2km radius from Lot10.
