Observers in both the U.S. and Cuba are characterizing the reopening of embassies as a historic moment. At the ceremony in Washington, Cuban Foreign Minister Bruno Rodriguez said the reopening of embassies was the first stage in the bilateral dialogue and called for lifting the blockade and the return of Guantanamo Bay as necessary steps for full normalization.
