Petrocaribe, the Caribbean Energy Alliance spearheaded by Venezuela, is celebrating its ten- year anniversary. The nine members plan ways to reduce their fiscal imbalances and ensure energy security. All heads of state in member countries feel that they have benefitted from the alliance between Latin American and Caribbean countries sparked by former Venezuelan President Hugo Chavez.
