The picture was taken some time between 1999 and 2003, and was given to the Chicago Police Department by federal prosecutors in 2013.
After receiving it, the CPD dismissed Timothy McDermott, one of the officers, from duty.
The other, Jerome Finnigan, was already off the force and serving a prison sentence for participating in numerous civil rights violations and various thefts while serving on a special operations police team.
