The typhoon 'Luis' has already made its landfall in the boundary of Cagayan and Isabela. Public storm signal no. 3 is already raised in Cagayan (including the Babuyan and Calayan Froup of Islands), Apayao, Ilocos Norte, Abra, Kalinga, Isabela, Mt. Province, Ilocos Sur and Ifugao.
