Colombia: Development Plan Criticized for Ignoring Victims' Rights

Colombia's recently approved Development Plan is being widely criticized for ignoring the rights of victims of the country's five-decade long armed conflict. The plan opens the door to state-owned land being earmarked for large-scale productive projects rather being allocated to victims of the conflict, who are estimated to number about six million. While land distribution has been at the heart of the armed conflict, critics charge the Development Plan will concentrate ownership in the hands of a few private interests, preventing those displaced by the civil war from returning to their homes.
