Asia's biggest ghost city keeps growing, even though no one's moving in

Construction of new apartment blocks continues apace in the Chinese city of Chenggong, despite the fact that it's already the biggest ghost town in Asia.
Chenggong is 20 kilometers southeast of Kunming and has a population of 300,000. It's a new city that was planned in 2003 and was supposed to have 1 million inhabitants by 2020. But people refuse to move to Chenggong because it suffers from a lack of amenities and has a crappy public transportation system. Vacant new apartments and abandoned stores are everywhere.
Even though the city is not attracting new residents, the municipal government is still building more apartments and modern condominiums.
This city looks like nothing so much as a scene from the movie 28 Days Later if the Chinese government had played Sim City with the cheat codes enabled in real life.
We expect to see this ghost town to continue to expand in size.
