The teen took police on a high-speed chase through a quiet residential neighborhood that nearly turned deadly after stealing his grandfather's Hyundai.
A tip led police to Founders Park, more than 100 miles away from Duchesne County, where the car was initially stolen.
Police pursued the juvenile joyrider but were forced to temporarily suspend the chase when the suspect suddenly veered through a park narrowly missing a group of children.
Captured footage shows the teen's vehicle jumping the curb and, without ever slowing down, barreling into a nearby neighborhood.
When the car appeared to be turning back into the park for a second time Rowley took matters into his own hands, plowing his truck head-first into the car, stopping it in its tracks.
"The person driving the truck could see it was turning back into the park, and he did not want the car to hit all of the children, or any of the children, and he actually pulled his truck in the way so the car collided with the truck," said Syracuse Police Department Officer Erin Behm, according to the report.
The truck crashed into the Hyundai with such force its rear end went airborne.
Police have credited Rowley with possibly saving the lives of the children in the park. The unidentified teen driver was taken to a nearby juvenile detention center.
