Department of Agriculture (DA) Secretary Proceso Alcala denies the report of the Commission on Audit (COA) that the almost 15 billion pesos fund of the government agency is wasted on funding anomalous projects. However, Alcala admits that they were able to give a fund to one of Napoles' non-governmental organizations (NGOs).
