US President Barack Obama informed Congress that he intends to remove Cuba from Washington's list of state sponsors of terrorism. Havana responded to Obama's announcement, calling the decision fair but emphasizing that Cuba should never have been on the list in the first place. The removal of Cuba from the list is important not only for improving relations between the two countries, but also because it is an obstacle to Havana obtaining credit and access to banking services.
