Weird problem with my old quad core PC - Clock out of sync and games running faster

Another video showing this really weird problem with my old PC. This time I play Payday 2 whilst showing the system clock on both PCs.
As you can see on my old PC (Left), the game is running much faster than usual. The system clock is also running faster, and by the end of the video it's about 5 minutes ahead of my main PC. I have never seen a PC do this before.
