Clinton: US Climate Aid Hinges on China's Transparency

Secretary of State Hillary Clinton vows the US will help raise $100 billion a year for climate aid to developing countries by 2020 if its requirements for a climate change pledge are met. The US insists that funding will only be granted if developing countries allow for full transparency of their emissions.
