Tax attorney Rob Wood discusses a report by the Treasury Inspector General for Tax Administration (TIGTA) that the IRS has failed to collect 57% of unpaid taxes. Most of the missed collections are from taxpayers who have self-assessed and paid part of the taxes due, but not all. The IRS has not followed through.
