It has nothing to do with respect or suspicion, it's basically a civilian telegraphing to the officer "look, lets have a safe interaction here."

If officers feel safe there's almost no chance of a use of force scenario happening unless that officer is 100% a "bad apple." Prosecution of that officer would be much easier.
