Ukraine's President Petro Poroshenko's office says he's reached an agreement with his Russian counterpart Vladimir Putin on a permanent ceasefire in eastern Ukraine's Donbass region. But Putin's press secretary says while the two men agreed on steps towards peace, Russia can not agree a ceasefire because it's not a party to the conflict.
