NATO's top military commander says the world must adjust to a major paradigm change with Russia.

SOUNDBITE: GENERAL PHILLIP BREEDLOVE, SUPREME ALLIED COMMANDER EUROPE (SACEUR) OF NATO ALLIED COMMAND OPERATIONS SAYING:

"For the past ten to twelve years, we have been looking at Russia as a partner and we have been making force decision, force size decisions, placement decisions all based on the fact that Russia was a partner. Across the last two months, it's been very clear that they have not been acting like a partner and now we have to re-evaluate."

The evidence, says Breedlove, is impossible to ignore.
