Sindh Governor Dr Ishratul Ebad Khan directed government functionaries to immediately start the process of adopting legislation for launching an effective crackdown against unregistered blood banks operating in Karachi.

Presiding over a review meeting pertaining to the Sindh Blood Transfusion Authority at the Governor House, he said the stakeholders from the fields of medicine, haematology, public and private health care institutions as well as from registered blood banks in the province should be involved in the preparation of legislation for effectively countering the elements involved in running unregistered blood banks.

He directed the health authorities to publicise the names of registered blood banks so that emergency services related to them could readily be made available for the needy patients.

The governor said unscrupulous elements involved in running unregistered and illegal blood banks were the real villainous characters of society since they were engaged in the transfusion of adulterated or low-quality blood to patients, endangering their lives. He said the presence of even a single unregistered blood bank would prove to be highly fatal since such blood banks were in fact playing with the lives of the needy patients.

The governor called for launching a proper media awareness campaign to disseminate information to the general public about the locations and services of registered blood banks in the city.

Dr Ebad said that an amendment was introduced in the health laws in 2005 for taking stern action against the unregistered blood banks in the province but this amendment proved insufficient for achieving this necessary social cause due to the general problem of non-implementation of the laws, which otherwise should have been compulsorily implemented for the benefit of the patients.

Anti-graffiti bill assented

Meanwhile, Sindh Governor Dr Ishratul Ebad Khan gave assent to the Prevention of Defacement of Property Law-2013, making it a law of the province. The bill was adopted by the Sindh Assembly during its current session.

The newly passed law is meant to eliminate the widespread social menace of wall graffiti for publicising political and commercial messages, mainly in the urban areas of the province, particularly Karachi. Such wall chalking has been a major cause of nuisance and annoyance for the owners and occupants of private and public properties in the province.
