Areas in the United Kingdom have been battered by huge tidal surges, heavy rain and gale force winds for days. In the southwest of the country, the worst seems over, after a modern defence system held back the tides. But facing major budget cutbacks, it is unsure whether the Environmental Agency, the group that looks after the flood defences, will be able to cope with future storms.
