One year after a brutal gang rape that outraged Indians, prayers

Prayers as India marks the one-year anniversary of a brutal gang rape that killed a 23-year-old Delhi woman.

It sparked a national outcry.

Some at this year's candlelight vigil are just as infuriated now as they were one year ago:

(SOUNDBITE) (Hindi) A PARTICIPANT IN THE FIRE RITUAL, KAMLA DEVI, SAYING:

"We think that the law should be changed and the culprits should be hanged. After the Delhi gang rape incident, we feel unsafe and we feel that such incidents are increasing day by day."

But police say they've stepped up outreach services for women who fall victim to such violence.

Among the new initiatives -- self-defense classes.

This woman says they've worked.

(SOUNDBITE) (Hindi) ASSAULT VICTIM, SABTO, SAYING:

"When he was beating me with a wooden rod, I snatched it and struck him back. Since that day, he stopped beating me."

Nonetheless, some women hesitate to approach police.
