A 'chikan' is a pervert who sexually harasses women on trains; they are a common occurrence in Japan.

When a female junior high school student in Kuwana, Mie Prefecture, took the train in August, she was harassed by a chikan. The chikan took her hand and put it on his junk. The student went to the police and three brave policewomen decided to take things into their own hands.

On the 10th of this month, they dressed up like passengers and once the high schooler gave them the signal, they apprehended him just as he was about to put her hand on his junk again.
