Dozens of people are still captive inside a shopping mall in the Kenyan capital.
The gunmen holding them there have already killed at least 39 people.
The army and police have the place surrounded even as the government is being warned to respect international law.
The Somalia-based armed group Al Shabab says it is behind the attack that began at midday on Saturday.
The group says it will not negotiate with authorities over the release of hostages.
