Now China has started outsourcing the highest polluting factories to more rural areas inland, and then sending the products to consumers in the cities like Beijing and Shanghai.

A new study shows that the poorer regions of China like Inner Mongolia have produced 80 percent of CO2 emissions to manufacture goods that are bought in richer areas of the country.

Researchers say that old coal burning plants in the poor areas of China are also creating more pollution because they haven’t been updated with more sophisticated methods to lower emission levels.

Robbie Andrew, a climate economist at the Center for International Climate and Environmental Research in Oslo said: “There's an over-consumption by the developed world of Chinese goods and not enough feedback to the producers to lower emissions. If we keep on demanding these products, that's an economic signal that we're happy with the way they are producing them.”
