Germany is experiencing torrential flooding, with damage potentially running into the billions. Chancellor Angela Merkel is visiting the affected areas. She wants to help and give strength to the victims, but she's also electioneering. Merkel remembers only too well that Gerhard Schröder’s response to the flooding of the Elbe and Danube rivers helped him win the election in 2002.
