The fine is part of a larger anti-bullying ordinance that was passed by the Monona City Council, in an effort to prevent physical and emotional abuse among children.

Although no single incident led to the ordinance being passed, school shootings and teen suicide rates are examples of what can happen if bullying is not dealt with.

If a child is reported by a police officer for bullying the same minor within 90 days, the parents might find themselves ticketed under the parent liability clause.

The punishment for the first violation is a 114 dollar fine, and fines for multiple violations go up to 177 dollars.
