US Secretary of State John Kerry says he wants to inject $4bn into the Occupied West Bank economy. But Palestinians say that instead of foreign aid, lifting Israel's constraints on their economy is what's needed. In the West Bank, Israel has refused to grant more permits for mining, denying tens of thousands of unemployed Palestinians the chance to work.
